Alan Welch, Public Works Director
Alan has been employed with the Town since 2011 his responsibilities include preparing the departments budgets, controls expenditures and approves all requisitions. He advises the Town Manager of all Public Works activities and issues. He works with contracted professional engineers in designing and implementing projects, as assigned or requested by the Town Council and Town Manager. He was born in Binghamton, New York. He attended Binghamton University, for his Mechanical Engineering Degree. He also attended Boces Trade School, for his Mechanics 1 & Mechanics 2 certifications. He also attended New York State FORD Factory Training School, for his ASE Master Tech. certifications.
Alan decided to enlist in the United States Navy, where he was accepted in the Navy Air Station in Pensacola, Florida the (NETC) Naval Education and Training Command. This was home of the precision flying team known as the Blue Angels. He studied in the program (NATTC) Naval Air Technical Training Center, where he specialized in instrumentations, and hydraulics, this allowed him to become an Aircraft Technician. This precision training also gave him the ability to work in the engineering field with top engineers in such companies as Pratt & Whitney, for jet engine test, and design, and Sikorskys, for structural design.
After Alan’s Military Service he decided to live in Palm Beach County to work in the government sector for the City Of Lake Worth, where he assisted the Public Works Director, and the Purchasing Department. He also became the Parks department Supervisor. He attended Palm Beach State for his Electronic Engineering Degree. He was offered an opportunity with the Village Of Royal Palm in the Public works Department as the Aquatic Design Manager. He attended Palm Beach State for his Education Degree. He also obtained several certifications in Pesticide Applications, Waste Water Management, and Florida State Storm Water and Sediment Control. Alan is now pursuing his Bachelor’s Degree in Business Finance Administration and Supervision.
Alan is married to his lovely wife Rhona, and has four beautiful girls, Baily, Chelsea, Arianna, and Annalise.
Frank Stuparitz, Maintenance Technician II
Frank joined the Palm Beach Shores team in 2014. Straight out of the Steel City, Frank worked for Westinghouse and Ryan Homes. He also studied HVAC, carpentry, ECM, and masonry at Parkway West CTC.
A jack-of-all-trades, Frank brings with him over 8 years of experience, ranging from carpentry, electrical, irrigation, and plumbing.
Frank currently resides in North Palm Beach with his family. On his free time, he enjoys rooting for his favorite Pittsburgh team, golfing, fishing, and hanging with his son, Cole and daughter Chole.
