Cynthia Lindskoog - Town Manager

Cindy has the rare distinction of being a native Floridian and has lived in Palm Beach County since 1990. Born and raised in Tampa, Florida, Cindy worked in the private sector for twenty plus years before beginning her public service career. Her professional experience includes owning a small business, various management positions, and extensive advertising and marketing experience.  

Not knowing where Palm Beach Shores was before answering an employment advertisement in 2001, Cindy became a part of our Town Hall staff as the part-time Assistant to the Mayor. Her first priority was to procure grant funding for special projects, and to oversee the implementation and completion of all Town projects. Over the years Cindy has assumed ever expanding responsibilities and now serves as the Town Manager responsible for all day-to-day operations of the Town. Cindy’s passion for interacting with the public and having the opportunity to make a positive contribution to the community provide her with a great sense of fulfillment. With extremely varying responsibilities, she stays excited about her career and service to Palm Beach Shores. 

Cindy recently received a Certificate in Public Administration from Florida Atlantic University’s Graduate Level MPA Program, with an emphasis on ethics and finance. Cindy is an active member of the Palm Beach City and County Managers Association and Florida City Manager’s Associations.   

Cindy’s husband Jeff is a Captain with the Palm Beach County Sheriff’s Office, and she’ll tell you that having two workaholic public servants in the family can be quite challenging. Cindy has two grown children, and one grandson (the light of her life), and she enjoys yoga, traveling, and spending time with family and friends.  

Although she does not live in Town, as a long-time member of Town staff she feels privileged to call Palm Beach Shores home, and has become extremely attached to Palm Beach Shores and more importantly the residents of the Town.     


 

Mary Miles - Town Clerk

 Mary has a B.A. in English from Florida International University, as well as an A.S. in Electrical Engineering.  She received her Certified Municipal Clerk designation in 2005, and has previously clerked in the nearby municipalities of Lake Park and Tequesta.  She is currently a member of the local, state, and international associations for Municipal Clerks.

Mary is a native Floridian and grew up locally, often frequesting the beaches and restaurants of Palm Beach Shores.  She is an avid boater, and enjoys fishing and diving, which always always brought her nearby.

When not at Town Hall, you can usually find Mary hanging out with her husband, Andrew, daughter, Lily, and their two dogs.

 Wendy Crabtree - Building Clerk

Wendy is originally from Baltimore Maryland but relocated to the Eastern Shore of Maryland after high school and spent the next 30 years there. It was there that she was employed by the county Planning and Zoning office and gained her experience as a building permit technician. Several years ago, she decided to return to school after 25 years to complete her Bachelor’s degree in business and is currently in her senior year.

Recently, she made the move to Florida to be nearer her aging father. Once here, she responded to the Town’s advertisement for a building department clerk and was hired in February of 2013.

Sue Franklin - Deputy Town Clerk

Sue was born and raised in a small town near London, Ontario, Canada. After getting her B.A. at the University of Western Ontario, she moved to a small town in northern Quebec province, where she was immersed in French and obtained her teaching certificate from the Université du Québec à Rimouski. She lived in that cold but beautiful area on the south shore of the St. Lawrence river for nineteen years, the first seven of which there was no T.V. or radio available in English!

When Sue's folks discovered Palm Beach Shores, they bought a motel here in 1979, and Sue moved from Canada to join them in '96. After an interesting variety of jobs including working at the motel, at Pratt and Whitney, and cooking on a private yacht, she found her niche at the Town Hall in 2002. The same year, she married her sweetheart, Jeff Franklin and the two of them enjoy condo-living in Palm Beach Shores. In addition to her work at the Town Hall, she and Jeff are active in the Turtle Patrol and the St. Patrick's Day parade committee.

 

 

Keith Davis - Town Attorney

Keith W. Davis of Corbett & White, P.A. has been the Town's Attorney since 2005.

Keith received his BA in Psychology from the University of South Florida in Tampa. In May of 1992, he graduated in the top 16% of his class from the Marshall-Wythe School of Law, at the College of William and Mary in Virginia.

Keith's legal career began with the Office of the Public Defender in the 19th Judicial Circuit, followed by numerous assignments within the Office of the State Attorney, 15th Judicial Circuit, including Division Chief to a Circuit Court Juvenile Division.

Keith is a partner in  the law firm of Corbett, White and Davis, P.A. He is a Board Certified Specialist in City, County and Local Government Law, and is a member of the American Bar Association, Florida Bar Association and Palm Beach County Bar Association.

Our Town Attorney takes care of the legal needs of the Town Commission, the Town's Planning and Zoning Board, the Development Review Committee, and all Code Enforcement matters. Keith regularly advises Commissioners and Town Staff regarding the Town's day to day legal issues.

Keith's family includes his wife Angie and two children Brianne and Chase. Keith admits to being an avid boater, getting out on the water whenever time permits. He can be found keeping a watchful eye on the Town from Peanut Island on many weekends.

Wendy Wells - Bookkeeper

Wendy was born and raised here in Palm Beach County. She is a second generation Gator, graduating with a Bachelor of Science in Accounting from the University of Florida in 1989. After completing post baccalaureate work at Florida Atlantic University, Wendy passed all four parts of the CPA exam on the first try. 

Wendy worked for the local CPA firm Haas, Diaz & Co. for nine years specializing in governmental auditing. Her clients included local special districts and municipalities, including the Town of Palm Beach Shores. Wendy took some time away from work upon the birth of her son in 1998. She returned to auditing on a part-time basis in 2002. After two “busy” seasons, the auditing proved to be too demanding of her time so she resigned. Luck, and a recommendation from her previous boss, would bring Wendy to Palm Beach Shores in March of 2005. Wendy loves working here, as she is able to use her accounting skills while remaining a “hands-on” mom.

Wendy has been married to Jim, also a native, since 1994 and they have two children, Jimmy and Sophie. Spending time with her family, especially boating and swimming at Peanut Island are among Wendy’s favorite activities.

Manny Palacios - Zoning Official and Code Enforcement Officer

Manny was born in El Paso, Texas, and raised in Gary, Indiana. After high school he was drafted, and served as a paratrooper in the 101st Airborne Division in Vietnam. While in the military he enrolled to study Physical Education and Political Science at the Joliet Junior College and Lewis University.

While working in the Building Department in Joliet, Illinois, he started working part-time as a Commercial Realtor, which he eventually did full-time to pursue a political career. He was the first Hispanic to be elected to the city council in Joliet, serving as councilman for several years.

After moving to Florida, Manny coached wrestling and track at the Terra Vella High School in Coral Springs, then worked at the Building Department in Lake Worth.

Aside from enjoying his grandchildren, his favorite things to do are playing tennis & golf.

As Code Enforcement Officer and Building Official for Hy-Byrd Inspections since 2002, he visits many of the towns surrounding Lake Worth, but of course, he thinks Palm Beach Shores is the best!
